Under the patronage and in the presence of Dr. Mostafa Madbouly, Prime Minister, Dr. Rania Al-Mashat, Minister of Planning, Economic Development, and International Cooperation, officially launched the “National Economic Development Narrative: Policies Supporting Growth and Employment.” The event was attended by senior ministers, representatives of the private sector, business community, international partners, members of parliament, research centers, and media outlets.
The Minister highlighted that the narrative serves as a comprehensive framework aligning the government’s work program with Egypt 2030, considering rapid regional and global developments. Its objectives include sustaining the economic reform path, prioritizing highly productive sectors with strong export potential, leveraging advanced infrastructure to support manufacturing and investment, and redefining the state’s role in the economy to enhance competitiveness and stimulate private sector participation.
She emphasized that the narrative functions as both an economic reform program and a promotion tool for Egypt’s economic pillars, reflecting policies and structural reforms that support growth, attract investment, and highlight promising sectoral opportunities.
Dr. Al-Mashat explained that the narrative was developed following the new government formation and merger of two ministries in October 2024, based on directives from the President to boost economic growth through focus on productive sectors and private sector encouragement. It also complies with the Public Planning Law No. 18 of 2022 and the Unified Public Finance Law No. 6 of 2022, which outline the preparation of strategic objectives, monitoring mechanisms, and linkage to macroeconomic policies.
The National Economic Development Narrative builds on the National Structural Reform Program through three main pillars: enhancing macroeconomic stability, improving economic competitiveness and business environment, and supporting green transition. It emphasizes priority sectors such as manufacturing, tourism, agriculture, energy, and ICT, alongside financial and monetary policies, governance of public investments, and regional planning for localized economic development.
The Minister underlined that the narrative is fully integrated with other national strategies, rather than being a separate initiative, in response to global geopolitical tensions and economic uncertainties. Egypt follows a balanced and flexible approach to strengthen economic resilience, seize opportunities, and address domestic challenges, promoting comprehensive and sustainable development across economic, social, and environmental dimensions.
She further noted that the state has undertaken a large-scale development path under President Abdel Fattah El-Sisi, investing heavily in infrastructure including roads, energy, ports, smart transport, and industrial zones, aiming to create a conducive environment for economic activity and investment. These projects lay the foundation for a more dynamic economy capable of absorbing external shocks, generating real added value through productive sectors, and expanding export base to sustain growth.
